General Meeting, May 8, 2012


President Colpitts called the meeting to order with Vice President Higgins, Council Member Gelow, Council Member Vojtko, Council Member Carter and Clerk-Treasurer Sue Moffitt present.Also in attendance were Roger Nawrot, Andrea Halpin, Pat Cummings Carol Middlebrook, Jack Mell, Mary Countryman, Mike Shilts, Mike McClaran, Augie Mauer, Brian Woodcox, Mary Ann Swope, Jason Quirk, Ken Davis, Jeff Roseboom, Tim Kaminski, Cal Dittmar Reps from Gibson Lewis, LLC, H&G Underground


The meeting was opened with the Pledge of Allegiance.

Bid Openings

President Colpitts turned the meeting over to Roger Nawrot who announced bids were submitted for the 2012 Sidewalk Project by the following companies:Gibson Lewis; H&G Underground;LL Geans; NCSC; Ritchard Brothers; Reith Riley Construction; Selge Construction and Walsh & Kelly.


Council Member Gelow moved to accept the minutes of the April 24, 2012 General Meeting as written.Seconded by Council Member Vojtko the motion passed unanimously.

Employee Reports

Ken Davis

         Continues work on the Town Emergency Plan.He recently received the new revision of St. Joseph County Emergency Plan which will need to be incorporated into the Townís has a lot of pertinent information for the general public.

Council Member Vojtko inquired about the warning siren that was to be repaired by St. Joseph County.Ken believes that the siren is working but not rotating.

Jeff Roseboom

         Both he and Kenny Davis were recently trained and certified at a State school for Crisis Intervention Training.

Andrea Halpin

         Has coordinated with Jeff Roseboom on the Marshalís Department SOP.

Pat Cummings

         Asked for the Councilís approval of the uniform allowance that would include $200 per employee he proposed at the last meeting.

Council Member Gelow motioned to move forward with Patís proposal for uniform allowance.The motion was seconded by Council Member Vojtko.

President Higgins voiced her objection to giving a $200 clothing allowance with no accountability by the employee of where the money is spent.

President Colpitts asked for a roll call vote of the motion on the floor.

The motion passed unanimously.


President Colpitts stated that he would like Pat to have the uniform policy completed in the very near future.

The Engineerís Estimate for this project was $224,000.00.

The bids were taken under advisement.

Old Business

         Rental Property Committee

Council Member Carter reports that he and Bob Middlebrook are still reviewing the statutes.He feels that they will end with a 3-5 member committee.

Memorial Day Parade

A Motion to accept the Memorial Day Parade Permit was made by Council Member Vojtko and seconded by Council Member Gelow.The motion passed unanimously.

Council Reports


Council Member Carter

         Taste of NC is moving along.He has approximately 10 businesses on board to date with ads going in the local paper.

         The Park Board is currently looking for a Summer Parks Program Director.Interested parties may contact Pat Cummings.

         Cemetery Board recently elected Norbert Graves as president.

         The Cemetery board is looking into the possibility of purchasing additional land.

Vice President Higgins


         Has spoken about compensation for the fire chief with Josh Schweizer and Bob Middlebrook.Since that time it has been brought to her attention that the firemen have not voted regarding this issue and so any progress on this has been tabled until the FD as a whole has discussed it.If they want to proceed further they will need to bring this to the Council.

Council Member Vojtko

         The Library board is going to pursue an appeal on their budget and possibly use Umbaugh for this.

         The house on Zigler Street has been demolished and looks good.

         Work on the house at 417 Michigan St has begun but he is unsure of where it stands.

There was much discussion on weeds and lawns that need mowing.Andrea reports that liens are recorded with the property when work at the house has to be done such as mowing, etc.

President Colpitts stated that Code Enforcement, which handles these issues, falls under the police department and these issues can be discussed with the Chief.

         Reports that members of the Lionís Club discussed approaching the Town about doing needed improvements at the pavilion at Memorial Park, including electrical upgrades, and then having the shelter dedicated to the Lionís Club.He suggested that the Lionís Club bring a proposal to the Council.

Bils to be Paid

Council Member Vojtko moved to pay all bills as submitted.Seconded by Council Member Carter the motion passed unanimously.


Upon a motion from Council Member Vojtko and a second from Council Member Carter the meeting was adjourned at 5:33 PM.†††††††††††
